Low earners are being pushed to crisis point as the recession makes their finances even more vulnerable, a report has warned.
More than 14 million people whose average household income is £15,800 are overlooked by the Government because they are not poor enough to qualify for benefits, the Resolution Foundation said.
It found the majority (51%) have less than £1,500 in savings tucked away as a safety net and 24% spend more than a quarter of their monthly income on debt.
"We're finding that a lot of low earners are in a very difficult position once they've lost their job as they don't understand what to do," said Sue Regan, chief executive of the independent research and policy group.
"They don't get the information or support that other groups can get.
"So really there's a limited amount of support that low earners can get at the moment."
Self-employed builder Sammy Lockie, who has not had regular work for months, said he now has to rely on his partner's income as she is the only one to earn money in the home.
"Without this money or income each month, without that steady pay cheque or PAYE, then none of this would be here," said the 33-year-old from Barnets, London.
"I wouldn't be sitting here talking to you. I don't know what would happen really.
"It's a struggle. Someone needs to do something."
Our Independent debt adviser said many people like Sam are finding their finances spiralling out way out of control.
"Even if they do get a job it maybe at a lower rate than previously and suddenly they find that housing costs, council tax... the next thing they know they might have thousands of pounds worth of debt."
The Government has insisted it is doing everything possible to help low earners during the economic downturn.

"People really should go to their local council or their local job centre and find out if they can get housing benefit or council tax benefits," said Helen Goodman MP, from the Department of Work and Pensions.
"Those are both benefits that you can get in work, as well as out of work."
But people like Sam need to find a solution quickly - he has spent his savings on an engagement ring and has a wedding to plan.
